Black screen, but have power

I am working on a desktop that displays a black screen when turned on. The monitor goes from no signal to having a signal when it is turned on. I have tried reseting the cmos by taking out the battery and also by using the jumper. I have also tried removing deviceso to where I only had the monitor, power button, and psu 24pin connector attached with the same result. I have also tried adding an external graphics card.

I did make a little progress by resetting the cmos. I reset it and then turned it on and I got to the windows login screen. I figured it was fixed and I cleaned the inside of the computer and tried turning it on again and had the black screeen. So I tried reseting the CMOS again and it didn't work this time. I even took the battery out, unplugged the psu, held the power button down, and moved the jumper. I had the jumper and battery removed for around 24 hours. Now I am having no luck.

Does this sound like a motherboard issue? I tested the psu and they all came up good.

Hi,

Bit confused here. What is the make and model number of the desktop? Searching online for cyberpower s3000 only gives results for UPS systems not desktop PCs.
