Follow this guide to remove the assembly, then slide the clutch cover off. MacBook Air 13" Mid 2011 Display Assembly Replacement
Don't know what you mean by VHB, but it is just the plastic hinge cover.
Order it from eBay (type "a1466 hinge cover" and find your year) or you may be able to find one on this website
