With liquid damage, this is usually caused because there is some liquid under the RAM chips. Had a couple of Air's before which would beep when doing an NVRAM reset, resolved with an ultrasonic clean. Scrubbing the board will not help, take it to someone with a good ultrasonic cleaner, so it will submerge and clean under the chips.

It is possible to remove, reball and even replace the RAM chips with one from a donor board, but it is not fun, and you will need to know which one is causing the problem. If you have never done that before, I wouldn't recommend it.
