Silver lever isn't pulled out. Simply push the silver lever out so it is perpendicular to the jigsaw. Base won't move. After the lever is pulled out, you will need to move the base forward so it is not locked on zero.

One problem faced is that once the lever is pulled out you have to push the square silver base out a bit forward so it is not locked on zero and once it is pushed out a bit you can change its angle and then lock it back in by pushing the lever in.
