Can't load windows setup&windows BLACK SCREEN ONLY MOUSE cursor

i can't load windows setup (black screen with mouse cursor) i can't turn on computer (same black screen) for me doesn't work f8 or other f buttons and i can't turn on advanced start-up option menu for safe mode or for system recovery i even tried to make bootable recovery dick from another pc but even that doesn't work..

Bios settings is working so maybe it's possible to reset delele or format disc via bios? i think it's last option with losing all date (which is sad)

i use windows 8.1

Hello Pail Sam, I think I responded on another of your post with this same problem. If you have a boot disk on a USB it should read it but you will have to change the boot options in the BIOS to read from the USB first.
