Ok, so you cleaned the phone. Did you try swapping out parts? Like the battery? Or the lightning dock?

The battery needs to be replaced. I would remove the battery, after the cleaning, then put the display assembly and lightning dock back on. Then plug the phone in. It should power on, but you'll likely just see the apple logo. This will tell you if your lightning dock is working
You need to remove the EMI shields and clean it properly, then replace the battery.
You HAVE to replace the battery, there's no cheaping out on that.
Remove the shields and put the board under a microscope and examine anything out of place
