It does sound like a battery issue to me. You need to figure out if you have the 4 or 4S since they are different batteries. If you have the original back cover still on your phone there is a model number listed on the back. It will start with the letter A followed by 4 numbers (A1429 - iPhone 4 CDMA / A1332 - iPhone 4 GSM / A1387 - iPhone 4S)

Chandler Lake how do you "know it ain't the charger and I know it ain't water damaged I don't think it would be the battery"? I'd try a new cable, different charger then a new battery. If that is not going to give you proper results, replace the dock connector. If after that it still will not charge check the components around the battery connector and make sure that the connector is properly installed. If your phone comes on with a fresh battery but does not charge, it is possible that you have a bad power management IC. That is a BGA IC and needs special tools and skills to replace. It is also possible that you have a failed charging coil or "USB fuses". You will at least need a multimeter to check those components for continuity.

So, I'd go ahead and start with a battery just like TechyGirl suggests .......
