Blue light blinking at start button & light bulb symbol

Out of the sudden, I was unable to on my laptop. When i press the start button, there is blue light blinking beside the start button and at the light bulb symbol as well. I have checked the adapter, it was functioning. Even i remove the battery from the laptop. It shows the same thing, unable to on. Please help me.

Slightly difficult to understand the problem as English is not your first language. Do you hear fans or hard drive activity in the background?
