Touch screen and slide functions not working, unable to turn off devic

Am unable to operate basic functions such as "slide to unlock", "slide to power off", access messages that appear on the touch screen. Appears that the touch screen is not working.

Phone rings, receives messages such as whatsapp, sms etc. however, since the phone is locked and the slide to unlock doesn't work, I am unable to pick the call or open any apps.
