Why won't my ZTE android phone hard reset?

My friend rooted my phone without my permission. When I got it back it turned off I tried turning it back on but instead a green android appeared on the screen with a 25% on it, but it won't load completely. I tried searching for help, all they said was try to hard reset my phone but it won't take me to the hard reset options all it does is turn on the red light and stays on the black screen.
