Changed water filter, water not flowing consistently

I have searched this and other sites, haven't found the answer that works yet.

I have a GE Profile refrigerator model PFSF5NJWA BB, and I changed my water filter yesterday. Prior to doing so, everything was functioning normally. After doing so, I depressed the trigger to get water on the door, and waited several seconds. Nothing came out. I went about my business and returned, trying again. This time, some water came out at normal volume, and then quickly petered out, reducing to a dribble. The whole time, I could hear a "whir", as if something had activated behind the fridge. I let it sit overnight, and now everything time I try to get water off of the door, it's the same thing...it initially comes out at normal volume, and quickly reduces to a dribble.

I've pulled the fridge out and cleaned behind it. I know I have water flow because I can keep getting water out. I've pulled out the veggie drawers and taken a blow dryer to the coils.

I've also tried dispensing water with just the bypass plug in place, rather than the filter. Same thing.

The other thing I've noticed is that the ice cubes produced overnight are smaller than normal.

This fridge has a long history of issues with the water coils freezing up. So much so that the last time I had a GE technician come out, the fridge was out of warrantee but they didn't charge me, based on the repair record up to that point. That was my first thought, even though I can't fathom that just changing the filter would have that effect.
