Can a digitizer be bad even if the screen isn't broken?
I have the error 4013 or 4014 and it won't restore in itunes supposedly it's a hardware issue on these codes So can it be my digitizer gone bad I might have hit the screen softly when my ipad went bad this morning !
in itunes it's ready to restore but it's waiting for the ipad and it seems the ipad is freezing up

What was the original issue you described when you said your iPad "went bad"?

first off its in an otterbox case on a table but it leaned forward and hit the screen a little bit after that it acted funny even when i touched the screen it like had traces where i touch it then it shut down on me and was hard to put in DFU mode wouldn't do that either the ipad went crazy and i reset it from the ipad erasing everything and trying to restore from my mac but when i got it all ready to restore it was waiting on the ipad but you could see it had froze up by the twirling circle !

Ok, was any visible damage done to the digitizer? How hard was the screen hit? Have you tried to do a restore with a different cable/computer?
