Multi colored lines appear on startup and it won't boot up.

After I tried turning on my Mac, multiple multi colored vertical lines appeared on my screen, there the progress bar showing that it is loading but every time it hits halfway, it restarts and the whole process starts over again. I tried a shift reset but it's now stuck right before the halfway point.
