will power steering pressure switch cause hard steering at low rpm's

just replaced lower steering shaft & still hard to turn at low rpm's. steer's fine & easy after 10 mph.,so pump is working,could pressure switch failed or could resivoir filter be clogged?? how can i check these problems?

How many miles on the truck and have you tried a flush of the pump and steering fluid

yes , it will . look for a collapsed hose or dirt in reservoir... if you can hear it whi ning when you turn the wheel its your power steering pump
