Flashlight won't turn off, phone is functional...what to do?

I recently purchased an iPhone 4 from a friend. The phone is fully functional, yet the "flashlight" won't ever go off. Also, when I wipe the screen towards the top the phone vibrates. What can I do to fix these problems?
