Bill,
This is normal. The mower should not start with the switch engaged. It is a safety feature so you do not start and operate implements at the same time. It's best to start it alone and then engage the PTO after. Starting with the PTO engaged will be hard on the battery, and the starter.

switch wont start mower unless jumped then blades wont come on with pull switch
