my laptop doesn't power on with charger
My macbook powers on only with battery.
when I put the charger, it doesn't power on and it does not charge the battery.
Is this a good question?

the light on the magsafe charger is green, so the port seems to recognise the charger...
Have you found out what version of MacBook you have?
