?how to find out the value of a burnt resistor in atx power supply

after i washed the pcb and it was not dry enough and connected it to the wall socket the R9 resistor burnt in the high voltage section of the pcb

the fuse is not damaged

not sure if something else got damaged but no short in the place where the resistor was

?what are the resistance values for the output voltages of the power supply

12 (yellow) volt 0L

3.3 (orange) 5 (red) volt are under 40 ohm in continuity mode test

i am not sure if i can replace it with a different one from other power supply pcb and how to find out the correct value and why they are different in every atx power supply if the design is almost the same
