Can you get into BIOS on startup with a display on the monitor? (press the Del key a few times after starting the PC)
If you can't get into BIOS the PC may not be passing POST (power on self test) so you may have to connect a system speaker (example only) to the appropriate header pins on the motherboard's JFP2 connector (see p.17 of the user manual and check if there are any beep codes that will tell you what is happening
