Why did it just shut down and wont restart, but it does turn over?

I was going down the highway when I lost all power. Drifted onto the shoulder. It will turn over but won't start back up.

Options

Timing belt issue. The good news is the engin is non interfering but if the belt broke at high rpm's the intake valves could hit the exhaust valves and cause valve damage.
