PS3 Reads Disc But Never Loads Game

I'm experiencing an issue with my PS3 where I insert the disc and the circular icon in the top right of the screen continues to spin, showing it is recognising the disc but it never loads the game. Does this mean my drive motor has failed rather than the laser? Any answers would be helpful.

Posting this to help anyone facing the same issue. It turns out it was the blu ray drive that was the culprit, I sourced a compatible drive from eBay and replaced it without issue by using the guides here on the site. Working good as new :) the laser still works which can be sold to cover the cost of the new replacement part so win/win.
