Wendy, use itunes. To turn accessibility features on or off In iTunes

Connect iPhone or iPod touch to your computer.

In iTunes, select your device.

In the Summary pane, click Configure Universal Access in the Options section.

iTunes Summary tab

Select the accessibility features that you want to use and click OK.

There is more on here

Thanks for the advice! It really helped me :D

Wendy,

Wendy was right; when voice over is on, you absolutely cannot scroll down! A royal pain. So the answer about synching your phone is what you have to do. Thanks so much to whoever answered Wendy's question, because you helped me too.

Marsha,

You are welcome:-)

I scrolled by selecting the bottom item, then hitting the back button, and then the next lowest bottom button, to finally get there (it took a few tries). When I finally got to the page it says flick three fingers to scroll.
