Why is my galaxy note restarting but not going past the start screen

when i turn my galaxy not on it goes to a blue screen and the galaxy symbol shows up then it repeats none stop and it doesn't go past the galaxy start up screen

its model is: sgh-s959g

the S/N is : R21c97ymq2p
