Why does my phone vibrate in pulses when turned on?

My Ativ S was dropped in water and now when I try to turn it on it just vibrates in pulses while the screen is black. It also does this when plugged in. I have tried all of the water damage tricks like the rice and the oven but it still continues to do this.
