Your camera is safe if the water is removed properly. First wait for the exterior to air dry completely or dry the exterior will a soft towel. Then open up the camera and take out the battery. Then either allow the battery to air dry or dry the battery with the lowest hair dryer setting.
If pictures are blurry there is probably either dirt or an outside object blocking the lens or the camera is in the incorrect mode. Clean the lens using a soft dry cloth. When taking pictures ensure that fingers or other objects are clear of the lens. Adjust the camera settings by going to the menu to adjust for a close range or a distance shot.
The camera most likely will not turn on because the battery is dead or because it has been inserted incorrectly. Try recharging the battery and then carefully inserting the battery back into the camera. To insert the battery correctly match the orange part of the battery with the orange part of the camera.
