It may be used to act as a ground for the board. My iPhone has a connector to a sheet of metal on the back and my MacBook Pro has connectors to the aluminum bottom panel, both devices using them as grounds. This is my best guess.

On the nexus7 it seems that u61 and u62 are connected by the back by way of a metallic paint on the plastic. I guess this is a safety addition so it can't be operated without the back being in place.
