Can the RAM cage be replaced on an Intel iMac EMC2134? Does iFixit have the part?

Sorry to mention but RAM cages are non replaceable. They are integrated to the logic board. You got to replace the entire Logic Board if the RAM cage got broken and became non-functional. It's way expensive. If, at least, one of the memory bank is functional, keep using it maxing out the memory on it, would be my suggestion.

I know it is a forum. Are there rules as to what question one can ask?

Yes, for logical reasons, volunteers would not know what parts are available. Customer service will.
