Logic board or power supply

Well I've looked at tons of possible answers but have not found exactly what I'm looking for. Ok. When I try ant turn computer on. The fans spins and the number 2 led flashes for one second. At that point only number one led is on and nothing else happens. I've read what the LEDs mean but does that mean that number2 has to come on to mean it's the logic board? Is there any sure way before I buy parts. Thank guys

Thanks for your response. I took it to a repair shop and they tested it. Said it's 100 percent the logic board

Yes LED #2 "flashes" then #3 should come on. If you've already reset the SMU and LED 3 is off, this means that your logic board needs to be replaced.
