Dell Latitude E6320 freezes at Windows logo after BIOS A13 update and hardware isolation

My Dell Latitude E6320 freezes at the Windows logo during boot. I have already performed the following troubleshooting steps without success:

- Updated BIOS from A08 to A13.

- Replaced the hard drive with a new SSD (tried both MBR and GPT partition styles).

- Swapped and tested individual RAM modules.

- Changed SATA Operation modes (AHCI and RAID On).

- Disabled Intel SpeedStep, C-States, Virtualization, and Multi-Core Support (tested with only 1 CPU core).

- Removed the Wi-Fi card, DVD drive, and all other peripherals.

- Replaced the CMOS battery and performed a hard power reset.

When I remove the RAM entirely to test the motherboard, the laptop does NOT beep. Instead, the fan spins at high speed, and only the Battery and Wi-Fi signal LEDs blink. Is this a confirmed motherboard failure, or is there a specific power rail or chipset issue common to the E6320 that causes this freeze?

If u reflashed the BIOS then some of the MB is working including the CPU.

Much of the changes u made would have nothing to do with the problem

= SSD, AHCI, disabling things, CMOS battery.

RAM and things plugged it are potential failure items = so u eliminated them.

The system seems to be hung in POST and that would be because something on the MB has failed.

It is waiting for a response from that device and never getting it.

I had a laptop that did that because the USB circuit failed.

U would think it would time out and tell u what it was.

That required a MB replacement. Then the CPU shorted out.

It was freezing in Bios A08 had to flash in A13.. same issue persists
