What model is it and what engine does it have?

Have you checked the fuse for the cooling fan to see if it's blown?

My wife's 2002 Audi had a similar problem. The fuse holder is made of plastic and over time, the heat generated by electricity flowing through the cooling fan fuse caused the terminals that hold the fuse to spread out slightly. Checking the fuse on the top side (with a test light) showed power on both ends, but after removing the fuse, it was apparent that the plastic had melted just slightly.

Instead of replacing the entire fuse box ($90+ part) I opted to add a new separate fuse holder for just that one circuit. Here is a picture of my repair: link The bad fuse location is the empty one next to the 2 green fuses (on the right).
