You need your iCloud password to do this. Except this is not a single solution available on the internet.

Visit an Apple authorized Service Center to have them help you. You'll need to bring proof of ownership (sales receipt) from an Apple dealer and your own ID.
Many iPhones sold online or directly from people are stolen, if you just bought it return it and get your money back. As clearly they were not the original owner as they failed to properly remove their phone from their ownership within iCloud.
