Why is the Bluetooth ID not showing up on broadcasting devices?

The earpiece has been sitting in a miscellaneous electronics box in my Grandma's office for over 5 years. If the device needs some repairing, I am open to doing so. The device has turned on before, but has never shown up on broadcasting devices (phones, laptops, etc.).
