Well outdated drivers, incorrect refresh rates, or a failing panel (LCD/OLED) are most of the main reason for this kind of issue so i will suggest you to check for these.

Vibrating horizontal lines on the lower part of your screen usually indicate a display hardware issue. First, connect the laptop to an external monitor. If the external display looks normal, the problem is likely the internal LCD panel or display cable. Slight pressure, drops, or hinge wear can loosen or damage the ribbon cable.
