My phone screen is green. I've turned it off, but it's still not working.

Has the phone been dropped or gotten wet at all?
If not try replacing the screen and check if that resolves the problem.
Here's a video that shows what to do.
Search on line for either Xiaomi Redmi Note 12 4G (23021RAAEG, 23021RAA2Y) Display module LCD + Digitizer {lcd display + digitizer (touchscreen) only} or 56000100M700 (complete display assembly) to find suppliers that suit you best.
