My 2024 Honda Ridgeline HPD has never blown warm air on my feet when I set the mode to floor only. The blowers are on but cannot feel anything near my legs/feet. All other modes work just fine.

Sounds like either a faulty/stuck blend door or the blend door actuator is not operating to move the door to direct the airflow to the feet when selected.
Have you had the vehicle since new? Asking because it still should have some sort of warranty on it that would fix this kind of problem.
If not there are videos online that show how to access the blend door actuators that might help.
