Have you tried using a different film stock lot, at least one bought at a different time or better yet source.

Excessive heat and humidity can affect the film's emulsion. The other source is contaminated processing chemicals as well as poor quality water. Check the expiration dates as well as try fresh solutions. Lastly, use distilled water instead of tap or well water as the waters own chemistry can change effecting things.
