Why can't I receive or send text messages I keep getting fail to send
I have try setting everything back to default to no avail .I also can't download incoming pictures

Check that the Message centre setting information details in the phone correspond to what the message centre information is shown on your mobile phone service provider's website. Each provider is different. Go online to your provider's website and search for Message Centre.
In the phone open the Message app, → menu (3 vertical dots) → Settings → More Settings → Text Messages → Message Centre and check the number
With regards to incoming pictures the phone needs to be online i.e. the Mobile data setting needs to be turned on
