@aabdlrhmnmofy could just be a dirty fan or a failed fan. Here is the Dell Precision 3541 Service Manual Page 58 will show you how to work on the heatsink assembly. The fan is available individually or as part of the heatsink assembly. either way you purchase it, you also want to consider replacing the thermal paste with the fan.
