Battery is at 100% but switch wont power on

I bought a switch lite on ebay. When it arrived I charged it but it never showed the battery indicator so I though it was just a very dead battery. Left it charging all night and it never powered on or showed charging indicator. I checked the battery with my son's switch lite and the battery was full. Installed the battery again and switch still didn't turn on. I checked capacitors on continuity mode and had some beeping around the circled areas. Do i need to change that chip
