This is weird. The only thing I can think of here is that your HDMI port could be damaged. Try using a different HDMI cord. Another possible cause of this could be that the connection to the mainboard could be damaged or corroded. Try unplugging the TV, and let it sit for around 20-30 minutes unplugged, and try plugging it back in.
If all fails, I'd unfortunately say the TV is most likely broken, and if that's the case, I have a really good replacement TV recommendation you should consider.
The Samsung FHD 40" 2025 Model is a good TV. They also make a 32" if that's more your style.
