HP laptop not turning on

HP by-3063st showing no charging light and not charging. Removed old battery which was bloated across its 3 cells and replaced it with a new one. No change. Removed battery and held down the power switch for 30 seconds to discharge as recommended by HP. Reinstalled battery with no fix.

I also tested power from the adapter and found it to be putting out the correct 20 volts dc.

Remove the battery, and reset the CMOS battery, remove and reinserts the Memory module sticks, then power on the system without battery First.

If the PC Powers on, then shut it down, reinserts the battery.

What you have mentioned it looks like a no-charge issue after replacing a swollen battery usually points to the DC-in jack, charging circuit, or motherboard power IC. Try a different charger, inspect the DC port for looseness, and update BIOS.
