Hello! If the fan is rotating very quickly, the computer is likely detecting a problem with the cooling. This could be from a bad CPU/GPU temperature sensor to just a nonfunctional thermal compound, such as dried out thermal paste. The first thing that you should check is for any visual problems. This could include having the thermal paste dry or bubbly or a broken or bent heatsink. If there is dried out thermal paste, then you could buy some of it new from a computer or office supply store. If the heatsink is broken, then you could order a new one online. Another reason why this problem could be happening is because of overclocking. If you bought this laptop new and don't know what this is, you can skip this as a problem because usually only very advanced tech nerds do this. You would need to go into your BIOS settings and turn down the power that is being routed to your CPU. The last thing that could be happening is a broken CPU temp sensor. This is VERY rare and usually would never happen, but if you suspect it is, then you should send the laptop into a trusted repair shop because that might call for a whole board replacement.

I thought of two more basic problems after writing this and am honestly too lazy to write these cohesively into the paragraph. One of the other problems that could be going on is pet hair or dust clogging a fan or airway. You could clean this out with compressed air, tweezers and high % isypropl alcohol. The next problem that I thought of is a heatsink not making contact to the CPU. This could be due to a loose screw or damage of the heatsink. This could be fixed by tightening all of the screws or fixing the heatsinks.
