Could be a faulty water level pressure switch (part # W10337780) or a clogged or kinked pressure switch hose (part # WP353244)

The pressure switch hose leads from the bottom of the tub and connects to the water level pressure switch in the control panel. As the water rises in the tub it also rises in the hose and this increases the air pressure in the hose which acts on the switch. The switch relays the pressure information to the control board and once the pressure has reached the level as determined by what water level setting has been selected, the control board turns off the water supply into the machine.

Connects the pressure switch to the outer tub in your washer, affecting water level detection. Image
