Why is my local disk D missing, and how to I bring it back
I've tried rescanning the disks and updating drivers. I've also tried recovery but all in vain

Looks like your D partition was deleted before, now all free space is occupied by C. Reinstall the OS as you did or use Acronis Disk Director software to change the volume of C, then you'll get ability to create D.

Or if D was on separate physical device (not at the same with C drive), check this device and it's connections.
