My outside water bib needs to be changed and it's been painted over s?

My outside water bib is dripping constantly. I've tried adding another valve downstream on the original valve and the new valve and adapter leaked worse than the old valve. I thought, I'll take it apart and replace the valve seat rubber and repack the stem packing. I couldn't do that because the valve was seized onto an all-thread nipple threaded into a PVC pipe that had been painted with numerous coats of paint. I don't want to crack the "PVC Tee". I've tried penetrating oil, and it didn't help. The paint is hard. It has glued everything solidly.

As someone who has to deal with pvc stupidity on a regular basis... it sounds like this isn't gonna be pleasant. That pvc is gonna be brittle. It WILL crack or shatter. Only thing you can really do is go back and cut the pvc, rebuild with new. I've tried so many things so many times. But in a situation like this there's really no winning. Pvc primer n glue when you reassemble. Teflon tape/paste for any threaded parts you may want to disassemble later on. I've tried oils, solvents, whole 9 yards. Never been successful.
