will not turn on . no power at all

I have charged it. Also did the rest thing and still no power. How do I know weather its the battery or the logic board?

cmw, there are a few ways to determine what is faulty. You can try and charge the iPod on an AC adapter and see if that makes a difference. Sometimes, the battery gets discharged to low and a USB port can not charge it. Check your dock connector and make sure there are no bend, broken or corroded pins. Clean it with some isopropyl alcohol, a toothpick and some compressed air. You can also try and exchange the battery for a new one and using this guide. Be careful with the battery connector on the logic board, it has the tendency of breaking off. After you do this, reevaluate and see what you get, if there is not difference, you will have to get a multimeter and check the dock connector, the fuse F1 and the power management IC.
