I would suspect a bad optical drive ribbon cable. The cable on this iBook G4 model is fragile. Remove the optical drive and check the ribbon cable silver contacts (the side that connects inside the logic board socket). Check if the contacts are all well aligned and not damaged. If so, replace the ribbon cable.

Have you tried shutting off the machine, then booting while holding the trackpad button down? That should tell the machine to force the disc out.

I've tried rebooting with the trackpack held and have reset the PMU.

Is this the exact same problem you had before you replaced the drive? Where did the new drive come from?

same problem as I had before replacing with iFixit drive.

Do you mind telling us what that problem was? It seems it might not have been the drive.

Is the disk catching at the case? Maybe its a simple misalignment.
