Not really, sorry.
You would need a good bench power supply and a few MVM's to be safe. Lithium Ion battery's can rupture if charged to fast and the electrolytic is quite flammable with the Lithium igniting it. So one needs to be very careful and of course you want something portable too!
Best to get a loan from a friend to help you.

@kemani20926 is your laptop a 1st gen Microsoft Surface laptop? All you are looking for is a way to charge your laptop just like the original power supply does? Do you have a powers supply that you are wanting to modify or how did you envision to DIY a charger? Most likely not from scratch, right? Remember that any charger will need to have automatic thermal, overload cut-off, and short circuit protection There are plenty of aftermarket chargers for the Microsoft Surface Laptop for less money then the cost of building a DIY power supply.
