I had a pretty similar issue with my surface pro a few weeks back where i restarted it after being a bit slow & it kept shutting down on the surface logo. My advice is to keep powering it on & off until you reach the recovery screen, then enter your recovery password to unlock the drive. This should then let you into windows. Took me about half an hour to do all that & then get into windows again.
