Why is my laptop starting and shutting down in the startup screen
My HP 15-bw028nt laptop fan doesn't spin and it shuts down in the booting up screen

If F10 doesn't get you to BIOS/UEFI try F2 or DEL or ESC or F12. F12 or rarely F11 will trigger a "One Time Boot Menu" and should default to BIOS/UEFI.
Make sure you are pressing your selection as fast as possible from the moment you attempt to power on.
You'll know the right selection when you drop into BIOS/UEFI. Unless your laptop is pre 2015, your "BIOS" will be the newer UEFI which can perform more rigorous testing of hardware and even bad drivers can trigger a boot error at this point.
If you can get to desktop (Windows?) select Restart while holding "Shift" at the same time. This should activate a recovery mode where you can choose a restore point, utilise tools or ensure access to BIOS/UEFI.
Alternatively, from any screen after boot up press CTRL+ALT+DEL and either restart (in safe mode) or select Restart from Task Manager which you would have just activated.
When you can access your BIOS, check to see if your primary (boot) drive is showing in the BIOS. If no drives/system drives or disk's are showing see below.
If dropped or old and possibly exposed to a dusty or smoky environment the most common fault will be lack of connectivity with M2 (NVMe) drive if fitted. If so and you'll probably know by the drive not showing in BIOS, open the back of your laptop and remove drive CAREFULLY! There may be a small screw(s) holding the drive in place so look out for these.
Clean the contacts on the drive gently with a white, soft pencil-type eraser. This should remove contamination preventing the device from being recognised or failing self-check by UEFI and causing a boot/reboot cycle.

I can get into bios when I start the PC by spamming esc then pressing F10. PC fan (90b) is failing to work.the screen works as it should.all ports work as it should.i tried booting the loading screen logo turns slowly. It booted up to windows for exactly 1 min.(It was stuck on welcome screen) Then it glitched out. The screen showed black for 1 min. Then it successfully showed the main screen of my windows and apps for 40 seconds. Then it showed black for 30 seconds then it kept showing windows main screen briefly then going back to black.it showed the mouse briefly in the black screen. It glitched between the brief moments of main screen. it showed a driver time error then I overheated. Booted it off so no components would get harmed. That's about it. (I couldn't do anything while in the main screen except to drag my mouse across the screen. The mouse interacted with the apps but the apps couldn't be opened. It opened amd error report screen though.)
I also couldn't seem to pry open the keyboard part of the laptop after taking all the screws off. The fan never spun. I just need the answer of; if I replace the fan,will it work properly? Update:I heard a brief spinning type sound for 1 sec. Update2: I tried restarting while pressing shift. The PC didn't stay on long enough to restart so it shut down and start but still gave the same screen now I'm waiting to see if it will boot to secure mode update to update 2:it didn't boot to secure mode THE FANS STARTED TURNING WEIRDLY AND IT MAKES A WEIRD SOUND WHILE DOING SO BUT IT WORKS AFTER I HIT AND BLOWED AIR INTO IT SLOWLY

Does it do this if the charger is connected to the laptop?
Does the laptop indicate that the battery is charging or is fully charged when the charger is connected?
Can you get into BIOS OK with a working display?
To get into BIOS turn on the computer then quickly press esc, and then press f10.

There's no battery in mine because I'm too poor to buy a replacement,the laptop shows charging then switches to charged,i cannot
